Harlow Council serves a population of 80,000 and is responsible for a wide range of local services such as parks and open spaces, housing, leisure facilities, community safety and recycling. The Council's Corporate Plan sets out the following vision for the Council and the town:

A Council that provides community leadership, and works in partnership with others, to promote and where appropriate provide:

Harlow is a maturing new town, with the main elements built between 1947 and the early 1980's. It continues to develop at pace, with new housing and new shopping facilities all completed or under construction. Harlow has excellent transport links, with mainline rail comnnections (Liverpool Street is 25 minutes away) and road connections (1 mile from the M11 and less than 10 miles from the M25). It also has a wide and varied range of local employers, from large to small companies cross a wide variety of employment sectors.

Harlow will soon embark on further major regeneration, including more improvements to shopping, leisure and employment facilities. All of this adds up to making Harlowan even more attractive place to live, work and visit.

Council and Housing Association Housing in Harlow: The Council operates a Choice Based Lettings system of allocating Council and Housing Association properties in its area. The Harlow Home Finder system advertises all available homes for renting or low cost home ownership and then households on the Council's housing register are invited to 'bid' for which properties they are interested in.
